After a brutal accident, the synapses and impulses are drained from the brain of investigative journalist Edison Carter (Matt Frewer). Using ultra-advanced technology, these impulses have gone into a computer ... and from there onto a screen, existing only in the TV airwaves emanating from Network 23--and always 20 minutes into the future.
